    Nombre de candidats:

    Cet accord-cadre est conclu avec 5 opérateurs économiques maximum par lot, avec lesquels pourront être conclus des marchés subséquents-type et spécifiques. Un même opérateur ne peut se voir attribuer plus de 2 lots.

    Négociation:

    Le Pouvoir adjudicateur se réserve le droit de négocier ou d"attribuer l"accord-cadre sur la base des offres initiales dans le respect des critères de jugement. La négociation portera sur le prix et sur la valeur technique. L"offre finale sera jugée selon les mêmes critères du présent règlement.

    Plan de sous-traitance:

    Conformément aux dispositions de l"article 73- 3ème alinéa, de la loi no 2017-256 du 28.2.2017 de programmation relative à l"égalité réelle outre-mer et portant autres dispositions en matière sociale et économique et du décret no 2018-57 du 31.1. 2018 pris pour l"application du 3ème alinéa de l"article 73 à compter du 1.4.2018, les soumissionnaires:

    1. doivent présenter un plan de sous-traitance prévoyant le montant et les modalités de participation des PME locales;

    2. ce plan de sous-traitance doit notamment indiquer les modalités de participation des PME locales à l"exécution du contrat, il doit comporter, pour chacune des entreprises concernées, les informations prévues par la déclaration de sous-traitance;

    3. dans le cas où le soumissionnaire n"a pas prévu de sous-traiter à des PME locales, il est tenu d"en préciser les motifs dans le plan.

    Marchés subséquents — lot no 1 à no 6.

    Chaque marché subséquent-type est conclu pour 12 mois et peut être reconduit 2 fois tacitement, pour une période équivalente sous réserve que l"accord-cadre auquel il se rattache ait été reconduit.

    Critères pondération mise en œuvre pour le jugement des marchés subséquents:

    1 — prix (total estimatif HT) 10 points —40 % apprécié par rapport au cadre de réponse technique et financier (CRTF),

    2 — valeur technique 10 points — 60 %

    — organisation générale: 2.5 pts,

    — organigramme fonctionnel: 2.5 pts,

    — suggestion de formules de menus-type: 5 pts.
